Chief, Highway Design; Osama Abaza, Ph.D. Professor and Chair, UAA<\/p>\n\n\n\n<p><strong>Client:&nbsp;<\/strong>Alaska Department of Transportation and Public Facilities (ADOT&amp;PF)<\/p>\n\n\n\n<p><strong>Summary:&nbsp;<\/strong>This Design Study Report (DSR) was prepared in support of the New Seward Highway (NSH) Rabbit Creek to 36th Ave. Reconstruction Project from East Dimond Boulevard to the termination of the previous phase at W. Dowling Road. The design of 36th Ave. to Dowling Road, which expands the NSH from 4 to 6 lanes, is complete with construction scheduled to being in late 2011.<\/p>\n\n\n\n<p>Based on the expected population growth and economic development predicted in the Anchorage Bowl comprehensive plan and Anchorage long-range transportation plan, additional capacity needs to be developed for the New Seward Highway in order
